Demolition in Hillsborough County has a clock on it before it has a machine on it, and the clock belongs to the Environmental Protection Commission of Hillsborough County. The county permit sits on top of that, and it wants proof you have dealt with the EPC. Several other states use a three-day standard and crews carry the habit over the state line, which is how a job ends up waiting a day it did not need to wait or, worse, starting a day early. The statutory definition of excavation is broad and includes work intended to change the grade or level of land, so a graded staging pad is worth a ticket.
Most Brandon demolition is small demolition, and it has a recognizable shape. A detached shed. A carport. A screen enclosure or pool cage that has been through one storm too many. A garage conversion being taken back out. An interior tear-out of a 1970s house down to the studs before it is rebuilt. That is why the rate sheet distinguishes processable from non-processable material, and it is a genuinely different disposal logic from a market that buries everything. Clean wood, drywall and packaging go one way. Concrete, block and dirt go another. Asbestos never goes in a roll-off at all; that is a licensed abatement job with its own waste stream, regulated statewide under Chapter 62-257, F.A.C., with contractor licensing under § 469.004, Fla. Three things need to happen before a machine starts. That last point matters here: Myakka fine sand is very poorly to poorly drained with a water table under 18 inches for one to four months in most years, so unpaved ground in the wet season will not carry a loaded container or a tracked machine. Plywood under the wheels and rails, hard standing where we can get it, and a tarp on the light box because rain in an open container is weight you pay to haul.

Two full business days, not three, which is worth repeating because several states use a three-day rule and the habit travels. The statute’s definition of excavation is deliberately wide, covering any manmade cut, cavity, trench or depression intended to change the grade or level of land, so regrading a staging area or driving stakes falls within it. File the ticket rather than making a judgment call.
Do I need a permit to take down a shed?
Ask Hillsborough County Development Services, because the answer depends on the structure rather than on the yard it sits in. What we can tell you is where to ask: Development Services handles building permits, zoning and code for every unincorporated address in the county, Brandon included. There is no City of Brandon permit desk, because Brandon is an unincorporated census-designated place with no city government. The county has three incorporated cities — Tampa, Temple Terrace and Plant City — and everywhere else is county jurisdiction. Can asbestos material go in the container?
Never, in any form. Asbestos is a licensed abatement job with its own waste stream and its own paperwork. Statewide the rules are Chapter 62-257, F.A.C., with contractor licensing under § 469.004, Fla. Stat., through DBPR. In Hillsborough the notification goes to the EPC rather than to the state, at least 10 working days ahead with the survey attached. If a survey has not been done on a structure of any age, that is the first call to make, not the last. We will not accept a load with suspected asbestos-containing material in it, and no responsible hauler will.
Why do I need two containers for one small demolition?
Because a structure produces two completely different materials and Hillsborough prices them differently. The county burns most of its garbage at the Resource Recovery Facility on Falkenburg Road, listed as accepting burnable waste only, so its rate sheet separates processable from non-processable material. Framing, roof panel, siding, screen and drywall are one thing. Slab, block, mortar and pavers are another. Put them in one box and the whole load becomes a mixed load at twice the posted rate, on top of being charged by the ton. A 30 for the light material and a 10 for the slab is nearly always cheaper than one 40 with everything in it.
