Where a roll-off can legally stand is the question that separates a local hauler from a phone number, and in Brandon it is unusually tangled. This town has four road owners. SR 60 is a state road, signed locally as Brandon Boulevard from I-75 until Mount Carmel Road, and that is FDOT ground. The Lee Roy Selmon Expressway, SR 618, is owned and operated by the Tampa Hillsborough Expressway Authority. I-75 and I-4 are interstates. Everything else — Lumsden Road, Bloomingdale Avenue, Parsons Avenue and every neighborhood street off them — is Hillsborough County. Four agencies inside one unincorporated town of 114,626 people. A container that would be a simple driveway set on one street becomes a right-of-way conversation two blocks away, and the answer depends entirely on who owns the pavement in front of the house.

The county desk is the one people get wrong. Hillsborough County issues a Right of Way Management Permit for work in the county right-of-way, and it is issued by Development Services on (813) 272-5600, not by Public Works, which is the intuitive guess and the wrong one. The published base application fee at the time of writing is $50, with additional charges under the county’s right-of-way fee schedule, and projects that require traffic interruptions also need a separate Temporary Traffic Control permit. The same county page is the clearest primary source there is on Brandon’s jurisdiction, because it states that permits “are not issued for projects in Tampa, Plant City, or Temple Terrace municipalities.” Three incorporated cities in the whole county, and county jurisdiction for all the rest. There is no City of Brandon permit office to call, because there is no City of Brandon.

So what does that mean for your driveway? We are not aware of any Hillsborough County permit requirement for a container placed entirely on your own driveway or property. If any part of it will sit in the street or the county swale, that is county right-of-way, and you should check with Development Services on (813) 272-5600 before the truck comes. We are deliberately not telling you that a street set definitely does or definitely does not need a permit, because the county’s published material does not name dumpsters or roll-off containers in the right-of-way either way. What it does say is that the permit covers all other work or activity in county right-of-way, which a container in a swale plausibly is. The honest answer is a phone call to a desk we can name. The set itself is a ground question. Brandon lots are flat, which takes away the problem hill markets spend their time on, and replaces it with sand. Florida’s state soil, Myakka fine sand, is described by USDA NRCS as very poorly or poorly drained, formed in sandy marine deposits, with a water table at depths of less than 18 inches for one to four months in most years. A loaded 20 yard is several tons on four small wheels. On wet sand it will sink, and the swale beside your driveway is the wettest ground on the lot. So the answer is concrete rather than grass, plywood under the wheels and rails on every placement, and a walked approach before anything comes off the truck. We want about 60 feet of straight run, roughly ten and a half feet of width and 20 feet or more of overhead clearance for the hoist.

It reaches a lawful payload while it still looks half full, which is correct rather than disappointing. A 15 yard is the single-job box: one bathroom, one kitchen, one garage. A 20 yard is the Brandon default and the one to order when you are not sure, because the typical local job is a mixed household load that runs to volume rather than weight. Will it damage my driveway?

Not if it is set properly, and that is our job rather than yours. Plywood goes under the wheels and under the rails on every driveway placement, doubled where the load is heavy, and we photograph the approach on arrival so there is a record of what the surface looked like before we arrived. The bigger risk here is not the concrete, it is the ground beside it. Brandon sits on Myakka fine sand with a water table under 18 inches for one to four months in most years, and a swale in the rainy season is the softest ground on the property. How long can I keep it?

Keep it tarped, because roughly thirty inches of rain falls across June to September in near-daily afternoon storms and standing water is weight you pay to haul. And keep the load consistent, because Hillsborough applies a surcharge of twice the posted rate on mixed loads, so a clean load of one kind of material disposes of more cheaply than the same material with rubble thrown on top.
